Adrian L. Moore

Adrian Moore (right) is the founder and executive director for the Council on At-Risk Youth (CARY), a private non-profit 501 (C) (3) organization dedicated to “helping youth promote safe schools and safe communities”.
Moore has more than 40 years experience in juvenile justice, correction, criminal justice and youth service agencies with the Texas Youth Commission (TYC), the New Mexico Youth Authority, the National Council on Crime and Delinquency, the American Correctional Association and the Council on At-Risk Youth.
His first job at age 22 was as a psychological counselor for 21 year old adjudicated delinquent youth at the New Mexico Youth Authority’s Camp Sierra Blanca. At the Texas Youth Commission, consistent with the landmark Morales v. Turman federal juvenile justice court case, Moore’s administered the Residential Contract Program and the Community Assistance Program, which later became the Texas Juvenile Probation Commission.
Moore served as Director of Research and Evaluation and was the Central Texas Regional Director with TYC for 12 years. As survey consultant for 6 years with the National Council on Crime and Delinquency and as part- time accreditation auditor for 10 years with the American Correctional Association, Moore has conducted numerous youth service program evaluations, consultations and accreditation audits with juvenile courts, juvenile probation and parole agencies, juvenile detention facilities, long term juvenile corrections programs, boot camps and community residential programs in more than half the states in the US.
Moore founded CARY in 1999 as a response to the Columbine tragedy, combining his professional juvenile justice experience with his long term interest in school-based youth violence and delinquency prevention initiatives. He had just retired from the Texas Youth Commission when the Columbine tragedy occurred.
CARY early on received a significant Bureau of Justice Assistance grant for a Community Gun Violence Prevention program and currently has a Governor’s Criminal Justice Division grant for Bully Prevention in Austin. This is the fifth year for the City of Austin and Travis County to support the CARY Youth Violence Prevention Program.
Moore has an MS in education administration and guidance counseling from the University of New Mexico and a BS in social science and psychology from Western New Mexico University. He is married to local psychotherapist Mary E. Moore. He has a daughter Wendy Lynn, an occupational therapist, and a granddaughter McKenzie. He is a member of the Austin Rotary Club.
